ANNOUNCEMENT OF SHORT COURSES UNDER HUMAN RESOURCES DEVELOPMENT COOPERATION PROGRAMS IN THE FRAMEWORK OF CHINA’S FOREIGN AID 2014/15

Applications are invited from qualified Tanzanians from the Public Sector to apply for the following Short Courses tenable in CHINA for the year 2014/2015.

Eligibility requirements:
·        Should be Public Servants of not more than 45 years of age,
·         Should be engaged in the management of relevant field.
·         3 years and above working experience in the relevant field
·         Proficient in English
·          In a good health and free from infectious disease
·         Applicants who are at Directors/ Commissioner Level should be under age of 50.


Mode of Application:

List of courses and application forms are obtained at www.utumishi.go.tz.
Applicants from the Regions/ District are highly encouraged to apply. The application form should be returned to the President’s Office, Public Service Management, in the Division of Human Resource Development, Ground Floor Office No.17 in duplicate, with a formal letter of introduction from the employer, CV, copy of passport and academic certificates. Deadline for submission of application form (2 copies) is on 30th April 2014.
NB: Deadline for the courses which will start on May is 4th April
Previous successful applicants are not encouraged to apply, incomplete applications will not be processed and applicants who will not be informed should consider themselves unsuccessful.

MH. WAZIRI MKUU MIZENGO PINDA AWATAKA WAJUMBE BUNGE LA KATIBA KUEPUKA MIVUTANO




Waziri Mkuu wa Jamhuri ya Muungano wa Tanzania Mizengo Kayanza Peter Pinda akiongea na waandishi wa habari leo mjini Dodoma juu ya mambo mbalimbali ikiwemo kuwaomba wajumbe wa Bunge Maalum la Katiba kuepuka mivutano na badala yake wazingatie mambo muhimu yatakayosaidia Taifa na Watanzania kupata Katiba mpya .

Baadhi ya wajumbe wa Bunge la Maalum la Katiba wamewataka wajumbe wenzao kujitika katika mchakato wa mjadala wa Rasimu ya Katiba Mpya  itakayozingatia maslahi ya taifa na kuwanufaisha Watanzania badala kujitazama mwenyewe.

Kauli hiyo imetolewa leo na mjumbe wa bunge hilo, ambaye ni mmoja wa kiongozi wa kundi la TANZANIA KWANZA Dk. Emmanuel Nchimbi  wakati akizungumza katika kipindi cha Jambo  kinachorushwa na Shirika la Utangazaji la  Tanzania(TBC), ambapo alisema msingi wa kundi hilo ni kushiriki katika mchakato huo  na kuaichaTanzania ikiwa moja.
“ Tunataka kushiriki katika kumaliza kazi ya  Bunge hili na kuaicha Tanzania ya leo na Kesho baada kumaliza ,” alisema Dk. Nchimbi.

 Aidha DK . Nchimbi alisema  kuwa mchakato huo usiwe sehemu ya kujipatia madaraka, bali iwe ya kuwaongoza Watanzania katika kuwapatia maendeleo.
Alisema bado watu wana mahitaji makubwa ya huduma za kijamii kama vile  elimu, afya, ufugaji, na miundombinu.

Dk. Nchimbi akifafanua kuhusu suala la kura ya wazi au siri, alisema bado msimamo wake  ni wa kura ya wazi  ambao utajenga mfumo wa maadili ya ukweli na uwazi, huku akihoji kama wanachangia mjadala kwa wazi kwa nini kura zisipigwe kwa wazi?
Alisema kura ya wazi itasaidia wananchi kutambua michango yao katika maeneo mbalimbali ilivyowakilishwa.

 “Tuko hapa kutunga Katiba ya Watanzania mtu atakumbukwa kwa kile alichokisema,” alisisitiza.

Kwa upande wake mjumbe mwingine wa  kundi hilo , Charles Mwijage akingumza katika kipindi hicho aliwataka wajumbe wa Bunge hilo kutumia njia ya maridhiano pale wanapoona kuna mambo ambayo hajaridhika nayo.

 Akizungumzia kuhusu suala la kuwepo kwa Serikali tatu alisema , lina gharama ya kuuendeshaji kwani ,italazimika kuwa na tume nane kuwa na mabunge matatu yenye viongozi tofauti ambayo yataongeza gharama

 Akizungumza baada ya kuahirishwa wa kikao cha  Bunge hilo, mjumbe kutoka Asasi ya Vijana, Siti Abbas Ali , ambaye pia ni Mwanasheria kutoka Chama cha Wanasheria Wanawake Zanzibar (ZAFELA) aliwataka Watanzania kuondoa hofu juu ya  mchakato huo,hivyo katiba hiyo itakuwa ni ya Watanzania.

 Alisema wataangalia kwa upana haki za vijana, watoto, wanawake na makundi maalum kwa upana. Mwisho.

Ndugu,
          Waandishi wa habari, Tunamtanguliza Mwenyezi Mungu mwingi wa rehemu, heri na Baraka.
Mpango wa kuunganisha nchi za Zanzibar na Tanganyika ambao mchakato wake ulianza mwaka 1963 ulikuwa ni utashi wa Viongozi wetu wawili Hayati Mwalimu Julius Kambarage Nyerere na Marehemu Mzee Abeid Aman Karume.
Wote wawili kupitia vikao vyao mbalimbali walikubaliana kuziunganisha nchi hizi kwa maslahi mema ya wananchi wao. Hatua hiyo ilipewa Baraka na Mabunge ya nchi hizi mbili na miswada ya sheria ya kuunganishwa ilipitishwa na ikatungwa sheria iliyopelekea kufanyika tendo la Muungano wa Tanganyika na Zanzibar tarehe 24 Aprili 1964.
Dhima ya Muungano wetu pamoja na mambo mengine ni kuimarisha historia ya vizazi vya nchi hizi mbili ambazo zina asili zinazofanana na historia za asili hizi zilivurugwa na Wakoloni wa Kijerumani, Kiingereza na hatimaye utawala wa Sultan.
Tangu Muungano ufanyike kumekuwa na mabadiliko mbalimbali hasa katika mahusiani ya kibiashara.
Sisi Watanzania wenye asili ya Pemba tunaoishi huku Bara tumefaidika na tunaendelea kufaidika sana na uwepo wa Muungano. Ukiachilia suala la ajira za Serikalini, Muungano umesaidia kukua kwa biashara zetu ambapo mtaji wa Wapemba pekee wanaoishi huku umeweza kufikia shilingi Trilioni 1.2. Hiki si kiasi kidogo kwa nchi kama Tanzania inayopigania ukuaji wa uchumi kupitia mitaji ya uwekezaji hasa wa kizalendo.
Idadi ya Wapemba wanaoishi Bara imeendelea kuongezeka mwaka hadi mwaka ambapo hadi mwaka 2012 inakadiriwa kwa kufikia laki 8.3. Faida nyingine pia ni sisi kuoa au kuolewa na wenzetu wa Bara hali iliyochangia kuongezeka kwa mahusiano ya kindugu. Pia Wapemba wamejihusisha zaidi na Kilimo na ufugaji na kuongeza tija zaidi katika sekta hizo.
Hivyo basi kuwepo kwa dalili zozote za kuvunjika kwa Muungano wa Tanganyika na Zanzibar hakuwezi kutuacha salama sisi Wapemba tuishio huku Bara. Chokochoko zote na ishara mbaya za chuki kati ya Wabara na Wazanzibar hazitaweza kuimalisha msingi mkubwa wa Muungano uliojengwa kwa muda mrefu chimbuko lake likiwa ni waasisi wetu.
Kwa hatua hiyo basi mtandao wetu umeona si vyema kukaa kimya bila kumpongeza Rais wetu Dk. Jakaya Kikwete kwa hotuba nzuri iliyojaa hekima, busara, uzalendo na upole. Sisi tumefarijika sana Rais wetu kukemea Serikali tatu kwa kuonyesha udhaifu wa kila mmoja huku akijenga hoja zenye mshiko kuhusu athari za Serikali hizo kwa uwepo wa Muungano huu.

Mkurugenzi Msaidizi wa Habari, Elimu na Mawasiliano toka Bodi ya Mikopo  ya Wanafunzi wa Elimu ya Juu Bw. Cosmas Mwaisobwa akifafanua kwa waandishi wa habari leo jijini Dar es salaam kuhusu utaratibu mpya wa wanafunzi walionufaika na mikopo ya HELSB  kurejesha mikopo yao kwa njia ya mtandao kuanzia mwezi septemba 2013, ambapo  huduma ya M-Mpesa ilianza kutumika  na kuanzia April 2014, Aitel Money itatumika pia kama mfumo wa kurejesha mikopo hiyo. Kulia ni Afisa Habari wa Idara ya Habari Maelezo Frank Mvungi.

Cosmas Mwaisobwa (katikat)i akiwaeleza waandishi wa habari kuhusu idadi ya wanafunzi walionufaika na mikopo ambapo kufikia mwaka 2013 wanafunzi 97,348 walikuwa wamenufaika na mikopo ya bodi hiyo. Kulia ni Afisa Habari  wa Idara ya Habari Maelezo  Frank Mvungi na kushoto ni Afisa Habari Mwandamizi toka bodi hiyo Veneranda Malima.

Bodi ya Mikopo ya Wanafunzi wa Elimu ya Juu (HELSB) imeanzisha utaratibu mpya wa kurejesha mikopo kwa njia ya mtandao.
Hayo yamesemwa na Mkurugenzi Msaidizi wa Habari, Elimu na Mawasiliano wabodi hiyo Cosmas Mwaisobwa wakati wa mkutano na waandishi wa habari leo jijini Dar es salaam.
Akifafanua Mwaisobwa amesema kuanzia mwezi Septemba, 2013 Bodi hiyo ilianzisha utaratibu mpya wa kurejesha mikopo yao kupitia huduma ya M-Pesa.
Mwaisobwa alisema katika kuimarisha mfumo wa urejeshaji mikopo kuanzia mwezi april, 2014 walionufaika na mikopo hiyo wataweza kurejesha kupitia Aitel Money.
Kabla ya kuanza kutumia huduma ya M-pesa, mnufaika wa mkopo anapaswa kuwasiliana na HELSB ili kupata mambo muhimu ambayo ni Taarifa ya Mkopo, (Loan statement) Kiwango cha marejesho, (Loan instalments) na Namba ya kumbukumbu (Loan number).
HELSB pia hutoa msaada kwa waombaji wa mikopo wanaopata matatizo madogo madogo wakati wa kujaza fomu kwa kutumia dawati maalum la msaada kwa wateja ambapo msaada hutolewa kwa njia ya simu siku za Jumatatu hadi Jjumaa kuanzia saambili asubuhi hadi saa 2 usiku.
Mwaisobwa alibainisha baadhi ya changamoto zinazoikabili HELSB ni imani potofu iliyoenea kwamba mikopo hiyo ni ruzuku na ushirikiano hafifu na baadhi ya waajiri katika urejeshaji mikopo.
Mwaisobwa alitoa wito kwa wale wote walionufaika na mikopo kurejesha mikopo hiyo kwa wakati ili kutoa fursa kwa wahitaji wengine kukopeshwa.

Tangu kuasisiwa kwake, Bodi hiyo imefanikiwa kutoa mikopo kwa idadi kubwa ya wanafunzi ikilinganishwa na hali ilivyokuwa kabla bodi kuanzishwa, ambapo wanafunzi wameongezeka kutoka wanafunzi 42,729 mwaka 2005/2006 hadi wanafunzi 97,348 mwaka 2012/2013,ongezeko hili ni sawa na wastani wa 10.4% kwa mwaka.

Australian Prime Minister Tony Abbott says satellite imagery has found objects possibly related to the search for Malaysia Airlines flight MH370.

Two objects have been spotted in the Indian Ocean, Abbott told the Australian parliament.

The task of locating these objects will be extremely difficult...and it may be they do not relate to the aircraft,” he said.

Day 13 of the search for MH370 has opened in the southern Indian Ocean. Five merchant ships are searching in conjunction with surveillance aircraft from Australia, the United States, and New Zealand.
“To date, neither the ships nor the aircraft have reported sighting anything in connection to the aircraft,” the Australian Maritime Safety Authority said in a statement.

The FBI is analyzing flight simulator data from the home files of the pilot after the Malaysian government sought its help retrieving electronic files deleted last month. The official told AP of the investigation on conditions of anonymity while confirming that the FBI has already been given the data. Files with records of simulations undertaken using the program were deleted by the pilot on February 3, according to Malaysia's defense minister.

The mysterious disappearance of Malaysia Airlines flight MH370 has cast a light on developmental satellite technologies which could prevent such an incident from happening again in the future.
European and North American teams are already working on developing systems which will provide for more accurate plotting of location and flight paths. These would use satellite-based sensors rather than radars to pick up signals containing automated location and velocity data sent every second from aircraft, Reuters reports.

Authorities in the Maldives are now investigating reports that islanders saw a "low-flying jumbo jet" on the day missing Malaysia Air flight 370 disappeared. The investigation was instigated by a report on the Haveeru news website that several locals had spotted a large plane flying over the remote southern island of Kuda Huvadhoo on March 8. Airport authorities in the small island ocean – located in the Indian Ocean – said there was so far no “credible” information to back up the claim. The islands' National Defence Force said that no trace of Flight MH370 had been picked up on radar.

Missing Flight 370 provided a rare ecumenical moment in religiously diverse Malaysia, as Muslims, Christians, Buddhists, Hindus and Taoists came together for an interfaith ceremony in the courtyard of a shopping mall in a suburb of Kuala Lumpur on Tuesday night. Such interfaith ceremonies have been held before, but representatives from the predominant-Muslim community did not attend, as bigotry towards religious minorities has often been on full display.

Malaysian investigators are trying to restore files deleted last month from the home flight simulator of Capt. Zaharie Ahmad Shah, the experienced pilot at the helm of missing Malaysia Airlines Flight 370, the country’s Defense Ministry said.

"The working assumption is that it went south, and furthermore that it went to the southern end of that corridor," said the source, adding that a search area has now stretched from the west of Indonesia to the Indian Ocean, west of Australia.

Profiles by Reuters and the New York Times of the pilot and co-pilot on MH370 show the pair as unlikely conspirators in any possible plan to down the plane.
“The captain and co-pilot of Malaysia Airlines Flight MH370 are now at the centre of a baffling paradox: as circumstantial evidence mounts that at least one of them may have been involved in the plane’s disappearance on March 8, accounts of their lives portray them as sociable, well-balanced and happy,”Reuters wrote.

MH370 may have been picked up on a Thai military radar, according to recent reports. Thailand's military admitted on Tuesday that a plane was detected moments after communications from the aircraft cut out. However, no information was shared with Malaysia as it hadn't – until this point – asked for it. Thai air force spokesman Air Vice Marshal Montol Suchookorn described a flight tracked in the Strait of Malacca, according to AP. However, they do not yet know if it is the same plane – MH370 – whose twisting flight path took it to the same place.

In a press briefing that included little new information on missing flight MH370, Malaysian authorities said search efforts continue. They defended their handling of search operations, as some missing passengers’ relatives have threatened to hunger strike for more information.
“We are doing all that we can to ensure that we are giving sufficient assistance, information and care to all the family members in Beijing,” said Ahmad Jauhari Yahya, chief executive of Malaysia Airlines.
Malaysian government officials asked the countries assisting in the search, including China and the US, to recheck their radars for any more information.
“The only one out in the open is Malaysia,” acting transport minister Hishamuddin Hussein told reporters Tuesday, suggesting Malaysia has been the most transparent in the search.

Relatives of Chinese passengers on missing flight MH370 are threatening a hunger strike for lack of information from Malaysian authorities, AFP reported.
"Hunger strike protest, Respect life, Return my relative, Don't want become victim of politics, Tell the truth,” read a paper sign made by one passenger’s relative as she spoke to reporters in Beijing.

It will likely take weeks to search a 600,000 square kilometer area off the southwestern coast of Australia for MH370, the Australian Maritime Safety Authority announced.
